Proposed Legislation in Sacramento May Impact Single Family Housing in Torrance


CITY OF TORRANCE ENCOURAGES THE COMMUNITY TO
JOIN IN THEIR OPPOSITION TO ZONING AND HOUSING BILLS
In an effort to maintain local control, the City of Torrance has actively engaged in advocacy to oppose various Housing and Zoning Bills. The community is encouraged to join in this effort. Opposing these bills would allow the City to preserve the current character of the community.  In order to maintain local control, the City encourages State Representatives to limit legislative over reaching decisions which are not based on trends and needs specific to local communities. 
 
The Torrance City Council has sent several letters and made numerous calls to express their opposition to State Representatives from our local community.   The City is encouraging the community to join in their efforts and contact State Representatives to voice their concerns. Resident action has a strong impact on decisions made by our government officials. Help us keep local zoning decisions in Torrance.
 
The City of Torrance opposes the following bills that directly impact local control.
  • AB 725 (Wicks) - General plans: housing element: moderate-income and above moderate-income housing: suburban and metropolitan jurisdictions.
  • AB 1851 (Wicks) - Religious institution affiliated housing development projects: parking requirements.
  • AB 2168 (McCarty) - Planning and zoning: electric vehicle charging stations: permit application: approval
  • AB 2988 (Chu) - Planning and zoning: supportive housing: number of units: emergency shelter zones.
  • AB 3107 (Bloom) - Planning and zoning: general plan: housing development
  • SB 902 (Weiner) - Planning and zoning: housing development: density
  • SB 995 (Atkins) - Environmental Quality: Jobs and Economic Improvement Through Environmental Leadership Act of 2011: housing projects
  • SB 1085 (Skinner) - Density Bonus Law: qualifications for incentives or concessions: student housing for lower income students: moderate-income persons and families: local government constraints
  • SB 1138 (Weiner) - Housing element: emergency shelters: rezoning of sites
  • SB 1120 (Atkins) - Subdivisions: tentative maps
  • SB 1385 (Caballero) - Local planning: housing: commercial zones.
  • AB 2345 (Gonzalez) - Planning and zoning: density bonuses: annual report: affordable housing.

This report is for Sunday, July 11, 2021 through Saturday, July 17, 2021. 45 incidents reported in the City of Torrance Crime Log at: https://www.torranceca.gov/home/showpublisheddocument/67336/637625553607530000 RESIDENTIAL BURGLARIES There were 3 in Torrance. 1 each in Southeast Torrance, Old Torrance and the Hillside area. Southeast Torrance 7 12 5PM 2400 Block 235th Place Suspect entered open garage, entered residence via open access door, fled when resident yelled at him. No property loss Old Torrance 7 12 1AM 800 Block Portola Ave Suspected entered residence via unlocked door and fled when victim woke up in the bedroom. Hillside 7 16 2:44AM 2500 Ridgeland Rd Glass Panel removed to unlock door for entry, Suspects fled when victim awoke, screamed and chased them out of the residence.
