EPA Report on their Inspection at the Torrance Refinery and AQMD Meeting in Torrance on Saturday, April 1st

  The EPA has released the report on the inspection of the Torrance Refinery conducted from November 1 through November 4, 2016.  A summary of the very serious inspection findings is attached.   This afternoon at approximately 2 PM, a flaring incident occurred at the Torrance Refinery. Construction on Crenshaw Blvd to Impact Traffic in SE Torrance

  Significant delays are expected. Alternate routes are recommended. Below is an update of traffic impacts related to construction of the Crenshaw Blvd. rehabilitation from Sepulveda Blvd. to Skypark Drive and PCH to the south City limit.  Work occurs Monday, March 27 through Saturday, April 1 (weather permitting) TRAFFIC IMPACTS   Monday 3/27 thru Thursday 3/30 : Northbound traffic from Skypark Dr to 235th St will be reduced to one lane on a 24-hour basis for asphalt grinding and paving. Left turns will be restricted as needed. Friday 3/31 thru Saturday 4/1 : Southbound traffic from 235 th St to Skypark Dr will be reduced to one lane on a 24-hour basis for asphalt grinding and paving. Monday 3/27 thru Saturday 4/1 : South of PCH, one northbound and one southbound lane adjacent to the median will be closed from 9AM to 3:30PM Construction will be ongoing through May 2017. Weekly Crime Reports for Southeast Torrance

  This report is for Sunday, March 5, 2017 through Saturday, March 11, 2017. There were 41 incidents reported.   RESIDENTIAL BURGLARIES There were 4 in Torrance and none in Southeast Torrance. 1 each in North, West, Delthorne and Southwood-Sunray. Entry was made in three of the residences via a sliding glass door.   AUTO BURGLARIES There were 7 in Torrance and none in Southeast Torrance. 3 vehicles were unlocked.   AUTO THEFT There were 7 in Torrance and none in Southeast Torrance.   COMMERCIAL BURGLARIES. Weekly Crime Report for Southeast Torrance 2 28 17 to 3 4 17

  This report is for Sunday, February 26, 2017 through Saturday, March 4, 2017. There were 49 reported incidents this period including 4 incidents of arson.   RESIDENTIAL BURGLARIES There were 4 in Torrance and none in Southeast Torrance. 2 in North Torrance, 1 in West Torrance and 1 in the Riviera.   AUTO BURGLARIES There were 20 in Torrance and none in Southeast Torrance. 9 of them were in North Torrance.  7 vehicles were unlocked, 6 were unknown entry, 5 windows were smashed for entry, 1 entry via pried window and 1 door lock punched. 2 of the 20 were daytime burglaries.   Stolen items:  Packs of cigarettes, registration, cash, charger, keys, medical devices, sunglasses, GPS, boxes of documents, power tools, light kits, case with screen projector parts, laptop, tote, patient files, cargo pack, wallet, remote, insurance, guy bag, coat, shoes, cd’s, ashtray, camera, cologne, Bluetooth, id, boots, microphones, eyeglasses, clothes and aro

AQMD MEETING IN TORRANCE ON EMISSIONS FROM REFINERY FLARES

(SETHA) ** WORKING GROUP MEETING #2 ** Proposed Amended Rule 1118 - Control of Emissions from Refinery Flares To All Interested Parties of Proposed Amended Rule (PAR) 1118: South Coast Air Quality Management District (SCAQMD) staff invites you to attend a Working Group meeting for a discussion on Proposed Amended Rule 1118 to further address the emissions from refinery flares.  The purpose of the meeting is to build upon the discussion from the first Working Group and further discuss the rulemaking approach, general concepts, and proposed requirements for PAR 1118.  The slides from the first Working Group are available on SCAQMD's webpag

New Traffic Signals in Southeast Torrance

Crenshaw Blvd from Sepulveda Blvd to Skypark Drive and from Pacific Coast Highway to the south city border improvements currently involve replacement of uplifted or damaged curbs, gutters and sidewalk, landscape upgrades, replacement of signs, upgrades to traffic signals and then new pavement.  The segment from PCH to the southern border will be the first to be repaved.   Included in the upgrades to the traffic signals in Southeast Torrance are as follows:   235th Street westbound at Crenshaw Blvd,  a new protective permissive left turn signal.  (Installed but not operating)   237th Street  westbound at Crenshaw Blvd,  a new protective permissive left turn signal replacing the existing left turn signal.  (Should be installed this week)   The entire project is due for completion in the Spring of 2017.   John Bailey, President Southeast Torrance Homeowners’ Association, Inc.
