ExxonMobil Torrance Refinery Restart



The following notice has been posted on the City of Torrance website concerning the restart of the refinery.

ExxonMobil Refinery Restart
Saturday, May 7, 2016 (7 p.m. - 7 a.m.)
As many of you know, in February 2015, an explosion occurred at the ExxonMobil Refinery. Since then, that portion of the refinery has been shut down and inoperable. In April, at a public meeting with the South Coast Air Management Quality District (AQMD) Hearing Board, ExxonMobil was given clearance to restart their operations. It is estimated, that part of the restart will result in higher particulate matter emissions for a six-hour period. This temporary increase in emissions during the restart period is not anticipated to exceed national and state health-based air quality standards.
ExxonMobil will begin to restart their production operations effective May 7 during the hours of 7 p.m. – 7 a.m.
As a condition of this restart, the AQMD has required ExxonMobil to place door hangers throughout the community within a 1 mile radius of the refinery 48 hours prior to restart operations. Beginning Thursday, May 5, the public residing and or working within 1 mile of the refinery may see contractors hired by the refinery placing the door hangers as required by the AQMD.
ExxonMobil has requested the City to be a partner in spreading the word of the startup procedures on May 7. The City will issue notice in several ways to employees and the broader community including:
· Torrance Alert Message (48 hour & 36 hour advanced notice, and day of restart alert.)
· All users email notice (printed for non-office personnel)
· Notification on Social Media

Southeast Torrance 7 12 5PM 2400 Block 235th Place Suspect entered open garage, entered residence via open access door, fled when resident yelled at him. No property loss Old Torrance 7 12 1AM 800 Block Portola Ave Suspected entered residence via unlocked door and fled when victim woke up in the bedroom. Hillside 7 16 2:44AM 2500 Ridgeland Rd Glass Panel removed to unlock door for entry, Suspects fled when victim awoke, screamed and chased them out of the residence.
