The City of Torrance has determined that an Environmental Impact Report (EIR) is necessary to assess the potential environmental impacts of a proposed 351,000 square foot business park development on currently vacant property located in the M2 Zone at 2740 Lomita Blvd (north of Costco).
The project consists of a campus like development of medical, professional and R&D/Light Industrial office buildings to be completed over two phases. The proposal involves a Conditional Use Permit to allow the development of medical, professional and industrial office buildings in the M2 Zone and a Tentative Parcel Map to allow the subdivision of the existing parcel into three parcels and for professional/industrial office condominium purposes.
The issues to be reviewed in the EIR include hazards and hazardous materials, utilities/service systems, hydrology/water quality, noise and air quality, land use/planning, transportation/traffic and mandatory findings of significance.
