During the past two weeks, there has been seven instances of holiday decoration vandalism  involving 5 students from Hull Middle School.  The area involved is from 231st Street south to 237th Street and from Walnut Street to Arlington Avenue. Santa is Coming to Southeast Torrance -- Again

 Santa Claus will be making up his missed trip through Southeast Torrance on Monday, December 17, 2012.  The route will be from  Sepulveda to 242nd St, Arlington to Western Avenue (Map 5) and will cover the area missed on November 28th.  The attachment has more details. Santa's float will leave the Torrance Police Station at 5PM.

Torrance Police Santa Claus Float is Coming to Southeast Torrance

 Santa Claus will be making his way again through Southeast Torrance on the following dates: Tuesday, November 27, 2012  Sepulveda to 239th St, Crenshaw Blvd to Arlington Wednesday, November 28, 2012, Sepulveda to 242nd St, Arlington to Western Avenue Santa's float will leave the Torrance Police Station at 5PM on both days. Meeting on Proposed 65 foot Cell Phone Tower at Sur La Brea Park

This report is for Sunday, October 28, 2012 through Saturday, November 3, 2012 Residential Burglaries      None reported. Robbery - Weapon  Friday, November 2, 2012 8:11PM Sur La Brea Park 236th and Cabrillo                                    Suspects approached pedestrian victims, held a handgun to one victim's head                                    and demanded their property/cell phones. Note:  A previous weapon robbery was reported at the same location in the previous week on October 26th. 

65 Foot Cell Phone Tower Proposal Stalled

 Recap of the Torrance Parks and Recreation Commission to approve a lease at Sur La Brea Park for a 65 foot cell phone tower and equipment building. The Parks and Recreation Commission did not agree with the recommendation of the City Manager that they concur in a proposal to locate a cellular site and 65 foot cell phone tower at Sur La Brea Park. Brian Sunshine, Assistant to the City Manager, explained the project at the beginning of the meeting indicating that the equipment building would be built adjacent to the restrooms. However, the one slide shown during the meeting showed the equipment building would be on the east end of the meeting building. Earlier in the week we surveyed the park and estimated the area is about 800 square feet of useable, flat park area. The loss of that useable park space is not acceptable. The presentation by the land agent for Verizon Wireless gave very few details and the exact location of the cell phone tower

Cell Phone Tower at Sur La Brea Park - Update

 The following email was received on Friday, October 26, 2012 from Jason Minter, Senior Business Manager, Community Services Department, City of Torrance: "Staff are working with the Verizon representative to set up an informational meeting for the residents.  The meeting has been rescheduled to Wednesday, November 28th at 7PM , in the Sur La Brea Park building.  This meeting will be hosted by Verizon as a means to answer questions from the public and provide information on their proposal to have a cell tower installed at Sur La Brea Park.  City staff will be in attendance at the meeting.  A meeting notice will be printed and posted at the park, distributed to the Southeast Torrance Homeowners Association, and mailed to nearby residents.

65 Foot Cell Phone Tower Proposed for Sur La Brea Park

 Several SETHA members have received a notice from the City of Torrance that a Parks and Recreation Commission meeting will be held on Wednesday, October 10, 2012 at 7PM in the West Annex Commission Room at the Torrance City Hall Complex to discuss the lease of a portion of Sur La Brea Park for a Verizon Wireless Celluar Site. The notice reads as follows: Dear Homeowner/Resident: The City of Torrance invites Torrance residents to attend the Parks and Recreation Commission meeting to discuss a proposal to locate a cellular site at Sur La Brea Park (23610 Cabrillo Avenue). SETHA has not received notification of the meeting from the City of Torrance.  However, we have learned that Verizon will construct a 65 foot cellular tower with antenna on a 375 square foot area adjacent to an existing City building.  The lease will generate $29,400 per year with a 3% annual increase but no information to indicate where that money will be spent.  The five year lease could be extended four time

Weekly Crime Report, Monday August 13th through Saturday, August 18,2012

 No reported incidents to the Torrance Police Department during the reporting period.  Two weeks in a row without a residential burglary. Two NASA jets, a T-38 and an F-18 will fly approximately 1,500 feet above Los Angeles starting at 8a.m., Saturday, August 25th.  These flights are intended to capture photographic imagery.  If delayedby weather or other circumstances, the jets will fly at 12:30p.m.  If the flights are cancelled, they will be rescheduled. These jets are expected to be testing the flight patten for the space shuttle Endeavor's last flight on the 747 to a new home at the California Science Center in Exposition Park on September 20th.

Sepulveda Blvd and Gramercy Ave Change

 A traffic divider has been installed on Sepulveda Blvd at Gramercy Avenue to eliminate drivers cutting through the residential neighborhood. Drivers travelling west bound on Sepulveda Blvd can no longer make a left turn on to Gramercy Avenue to cut through the residential neighborhood to reach Arlington Avenue.They will have to make a left turn at the signal at Sepulveda and Arlington.

Traffic Alert The northbound 405 freeway is closed from Crenshaw Blvd to Artesia Blvd until approximately 2PM this afternoon. A two car accident resulted in two highway construction workers being killed and another worker hospitalized with major injuries. February 7, 2012 4:48AM 2000 Block 236th Place (Cabrillo) West of Sur La Brea Park   Suspect(s) entered unlocked vehicle and took property/purse, case CD's, apron, box cutter and cash. During this reporting period, there were eleven auto burglaries in Torrance. More than half of the vehicles were unlocked. Torrance Police offer the following advice: To avoid becoming a victim of an auto theft; always make sure that your vehicle doors are locked when your vehicle is parked.  To lessen your chances of becoming a victim of a burglary, know that there are two basic criteria that vehicle burglars look for prior to committing a theft.  First, they want a good "score."  In other words, they want to steal money or steal an object that they can easily sell.  Second, they want the easiest target with the lowest risk.  For example, a purse that has been left on the front seat of a car is an easy target that a thief can quickly steal.  The majority of vehicle burglari
Fraud Alert from the Los Angeles County Sheriff's Department Fraud Alert: Do not be tricked by jail inmates & others asking you to call phone numbers starting with *72 The public is being tricked by jail inmates and others through a phone scam. This fraud has occurred off and on for many years in different parts of the country. This notice has been shared with the public by the LASD and the news media many times over the past few years. Each time it is shared, it results in a major decrease in victims and potential victims contacting the LASD. There has again been an increase in reports of this scam and we are asking you to forward this to your family, friends and colleagues to help them avoid it. Street Lights Out

In December 2010, a group of volunteers spent three nights conducting a survey in Torrance that revealed there were 480 non-working streetlights.  A second survey in May 2011 indicated there were still over 375 non-functioning streetlights.  That is approximately 4% of the 10, 879 street lights in Torrance. I brought this issue of sub-par maintenance practice to the attention of a Torrance councilmember prior to the June 21, 2011 council meeting.  It was discussed in public at the meeting. In the meantime, Downey, Huntington Beach, Moreno Valley, Rancho Cucamonga, Upland, Yorba Linda and Torrance have asked the California Public Utilities Commission to intervene in a pending rate case about the repeated increases in Southern California Edison's street light rates and sub-par maintenance practices. Traffic Signal Advisory for Thursday, February 9, 2012

 The traffic signals at the intersection of Crenshaw Blvd and Del Amo Blvd in Torrance will be shutdown between 9AM and 3PM  on Thursday, February 9th to allow for installation of two new traffic signal poles.  This work is part of the extension of Del Amo Blvd from Crenshaw Blvd to Maple Avenue. All left-turn lanes at the intersection will be closed and left-turn movements will be prohibited for non-emergency traffic.  The intersection will be posted with stop signs while the traffic signals are not working. Please allow extra time if you plan on driving in this area tomorrow. 

Coast Guard Helicopter Flights

LOS ANGELES – Coast Guard Air Station Los Angeles personnel will be completing their annual flight crew standardization checks from Feb. 1st through the 11th. Residents living near the Torrance Airport can expect to see and hear the air station’s MH-65 Dolphin helicopters more frequently during that time period. In an effort to reduce the frequency of flights near Torrance, multiple airports are being used throughout the Los Angeles area. Every Coast Guard air station must complete the two-week check, conducted by Coast Guard instructors from the service’s training center in Mobile, Alabama. The purpose of the flight checks is to test a pilot’s ability to handle emergencies like an engine failure and other critical facets of being a military aviator. The Coast Guard fully recognizes the impacts caused by the noise of the helicopters and is taking all possible steps to keep the flights as short as possible. Rate Change in Refuse Collection Services

The Torrance City Council voted last night to expand the green recycling program to the entire city. . Effective, February 1, 2012, the collection rates will increase by $2.50 per month if you have the large black 94 gallon refuse container.  If you downsize to the smaller black 64 gallon refuse container, the monthly increase will be $1.50 per month.
