CALIFORNIA -- When part of the ExxonMobil refinery blew up in February south of Los Angeles, smoke filled the sky and ash rained down on nearby neighborhoods. Lorraine Harding's family lives a mile from the plant and felt the blast -- so strong, it registered as a 1.7 on the Richter scale. An aerial view shows the aftermath of an explosion at an Exxon-Mobil refinery in Torrance, California, Feb. 18, 2015. CBS Los Angeles "It was pretty scary," said Harding. "I thought it was an earthquake. It shook and it was loud. A big boom." Four workers were injured, but at the time ExxonMobil told residents that no one in the community was ever in danger. But CBS News has learned it could have been much worse. Vanessa Sutherland, the recently appointed head of the Chemical Safety Board, the federal agency charged with investigating the accident, calls it a "near miss." "We were

Detectives served a search warrant at the house Thursday evening in the 1800 block of West 235th Street in Torrance. The occupants, some who lived there and others described as visitors, were arrested on drug-related and other offenses, including warrants seeking their arrests, police said. Records show the house is owned by two brothers, one who died in 2004 and one in 2010. Neither appeared to have heirs. A man who took over the house was among those arrested, authorities said. Torrance Residents Protest at City Council Meeting

Torrance residents protest ExxonMobil’s refinery safety record A “significant incident” at the ExxonMobil Torrance Refinery on Sunday, Sept. 6, 2015, resulted in the release of a small amount of extremely toxic hydrofluoric acid, raising renewed fears of safety at a plant already reeling from more than $500,000 in fines and facing multiple violations for deliberately flouting state safety laws that could result in life-threatening explosion. Now it turns out that ExxonMobil has blown off subpoenas from federal investigators at the U.S. Chemical Safety Board looking into the February blast in Torrance.
