Weekly Crime Report for Torrance 8/18-8/22, 2020

This report is for Sunday, August 16th through Saturday, August 22, 2020.  48 incidents this reporting week. AUTO BURGLARIES There were only 3 in Torrance and 1 in Southeast Torrance. 8 18 2020  11:15AM 2400 Block Sepulveda Blvd (Commercial) Suspect pried off window seal, defeated door lock for entry, ransacked and there was no property loss. AUTO THEFT There were 14 in Torrance and 1 in Southeast Torrance. 8 19 2020  2300 Block Sepulveda Blvd (Commercial) 2003 Honda Civic. THEFT There were 14 incidents in Torrance and 1 in Southeast Torrance. A total of 10 catalytic converters were stolen this week. 8 18 2020  23000 Block Crenshaw Blvd (Commercial) Stolen catalytic converter. ROBBERY - WEAPON 8 19 2020 2:10 PM  Arlington and Engracia  Suspect presses handgun against victim's head and forcibly takes her purse. 8 20

2% Franchise Fee Proposed to Be Added to your Water Bill

  The Finance Director has recommended the City Council levy 2% franchise fees on the gross revenues of the City's water, wastewater and sanitation utilities.    It is estimated the 2% franchise fee would generate just over $1.2 million in annual revenue to the General Fund.  This fee would be in addition to the Utility User Tax on your statement  On January 1, 2020, water rates in Torrance increased by 3.19% and they can be increased again in 2021 and 2022 by a previously approved plan in 2017.  Manhattan Beach, Hermosa Beach and Redondo Beach do not have water franchise fees.  Gardena and Rancho Palos Verdes have a 2% franchise.   9D.  This report is for Sunday, August 9, 2020 through Saturday, August 15, 2020.  35 items listed on the Torrance Police Department Weekly Crime Log at:   https://www.torranceca.gov/home/showdocument?id=61330 RESIDENTIAL BURGLARIES There were 5 in Torrance and none in Southeast Torrance. 2 in Old Torrance, 1 each in Country Hills, Delthorne and North Torrance.  Unlocked doors in 3 homes. AUTO BURGLARIES There were 6 in Torrance and none in Southeast Torrance. 4 vehicles were unsecured, door locked punched in 1 and unknown entry in 1 vehicle.  Items stolen were a wallet, key, shoes, garage remote, chargers, clothes, shoes, paper goods, and a purse. AUTO THEFT There were 6 stolen vehicles in Torrance and none in Southeast Torrance. Traffic Impacts on Sepulveda Blvd and Maple Ave beginning on Monday, August 17, 2020 through August 31, 2020.

  Sepulveda Blvd. and Maple Ave. Lane Closures Post Date: 08/16/2020 5:43 PM Phillips 66 will  close all traffic lanes on Maple Ave. between Plaza Del Amo and Sepulveda Blvd . to repair their 8” petroleum pipeline at the intersection of Sepulveda Blvd. and Maple Ave.  The work will start on  Monday, 8/17/2020 and is proposed to be completed by 8/31/2020 .  Work schedule will be Monday through Thursday from 8:30AM to 3:30PM . Traffic Impacts:  Sepulveda Blvd. – Westbound Two right lanes will be closed for westbound traffic through the Maple Ave. intersection. Sepulveda Blvd. –Eastbound Both left hand turn pockets will be closed turning onto northbound Maple Ave. Maple Ave. between Plaza Del Amo and Sepulveda Blvd. Traffic lanes will be closed. Motorist traveling northbound will be able to make a right or left turn at Sepulveda Blvd. Motorist traveling southbound will be able to make a right or left turn at Plaza Del Amo.   This report is for Sunday, August 2, 2020 through Saturday, August 8, 2020. 33 incidents in the Torrance Police Department Weekly Crime Log at: https://www.torranceca.gov/home/showdocument?id=61228 RESIDENTIAL BURGLARIES There were 2 in Torrance and none in Southeast Torrance. 8-6 11 PM to 8-7 12 PM 1200 Block Opal St   Suspect enters residence by unknown means and takes property/hat, shoes, game, laptop,   jewelry, game console and marijuana. 8-7 6:30 PM to 8-8 8:30 AM  4200 Block Redondo Beach Blvd   Suspect takes property out of victim's unlocked vehicle, uses remote to open garage and   take property out of same/cash manual, sunglasses, and antique items. New Torrance City Manager Appointed

Torrance City Council Appoints Assistant City Manager Aram Chaparyan as Interim City Manager Post Date: 08/05/2020 12:53 PM TORRANCE, Calif., August 5, 2020- The Torrance City Council has unanimously selected Torrance Assistant City Manager, Aram Chaparyan as Interim City Manager effective October 1, 2020. Chaparyan will serve as the interim CEO of a city whose population exceeds 146,000.  As Interim City Manager he will oversee 10 departments and an employee base of over 1,500. The appointment follows the announced retirement at the end of September 2020 of Torrance City Manager, LeRoy J. Jackson, after 54 years of dedicated service. Aram started his public sector journey as a Management Intern with the City Manager’s Office at the City of Torrance in 2001. Upon completion of his internship, Aram began working for the Torrance Transit Department as the Senior Business Manager. He promoted to Operations Manager and spent four years managing the daily operatio
