The Finance Director has recommended the City Council levy 2% franchise fees on the gross revenues of the City's water, wastewater and sanitation utilities.
It is estimated the 2% franchise fee would generate just over $1.2 million in annual revenue to the General Fund. This fee would be in addition to the Utility User Tax on your statement On January 1, 2020, water rates in Torrance increased by 3.19% and they can be increased again in 2021 and 2022 by a previously approved plan in 2017. Manhattan Beach, Hermosa Beach and Redondo Beach do not have water franchise fees. Gardena and Rancho Palos Verdes have a 2% franchise.
