Southern California Public Radio reported yesterday on the AQMD
Petition for an Order for Abatement with the Torrance Refinery.

An  AQMD hearing date is scheduled for December 8, 2016 for
a Petition for an Order for Abatement.
 
The attachment indicates the AQMD believes that unless all
reasonable measures are taken to the maximum extent they
are feasible ........ flaring events associated with power disruptions
and power outages will recur, and that some such flaring events
have the potential to cause public nuisances that could otherwise
be avoided.
 
The AQMD is seeking to require the Torrance Refinery Company to
take all reasonable measures within the Refinery to the extent feasible
to minimize the potential for future public nuisance events.
