Updates
The rescheduled agenda item for the 16 unit condominium unit project on Arlington Avenue
between 236th Place and 237th Street was presented to the Planning Commission on Wednesday,
June 17th. The property is currently zoned commercial C5 and would be changed to residential RP.
28 residents from Southeast Torrance attended the meeting but only 5 residents were allowed to
speak before public input was no longer allowed. Residents expressed their concerns about the
density of the project, impact on traffic, additional parking problems in the residential areas on
236th Place and 237th Avenue and other issues.
Residents questioned the projected traffic statistics showing 344 trips per day from the existing
commercial development and only a total of 15 trips per day from the 16 unit condominium project.
The new project will have 48 toilets, 64 sinks, 32 bath tubs, 16 showers, 16 kitchen sinks, 16 dishwashers
and 16 washing machines. But there was no information on how that significant increase in water
consumption is going to meet the Stage 2 water conservation measures.
One block south of the project are 8 townhouses on the site of the old Narbonne Market. It was suggested
that the developer considered that type of housing as an alternative to the 16 unit condominiums. Residents made it very
clear that they would like to see an improvement to the property but not something that isn’t compatible
with the single family character of the neighborhood.
City staff reported, “The applicants have expressed willingness in improving the design, and will continue to
work with staff in providing a more attractive project that is more in line with the majority of newer developments.”
Staff recommended project approval.
I objected to that recommendation because it deprives the nearby residents of any further public meetings on the
project but also removes the Planning Commission of having any additional input and making a final decision on the
development. It is easy to see why we only can get 25% of the residents to vote when they can’t be heard in City Hall
and have no input on over development in their neighborhood.
The Planning Commission rescheduled the item, again, to Wednesday, July 15th, at 7PM. There will be no notification
of the meeting to residents who received notification about the first meeting from the City.
