7 12 5PM 2400 Block 235th Place Suspect entered open garage, entered residence via open
access door, fled when resident yelled at him. No property loss
Old Torrance
7 12 1AM 800 Block Portola Ave Suspected entered residence via unlocked door and fled
when victim woke up in the bedroom.
Hillside
7 16 2:44AM 2500 Ridgeland Rd Glass Panel removed to unlock door for entry, Suspects fled
when victim awoke, screamed and chased them out of the residence.
AUTO BURGLARIES
There were 5 in Torrance and windows were smashed in 3 vehicles for entry.
Items stolen included a wallet, speaker, cash, sunglasses, a key, backpacks, clothes,
tablet and another wallet. US mail was also stolen.

There were 3 in Torrance. 1 each in North, Southeast and Southwood.
On 6/21 between 6 am and 11 am, 22900 Block of Arlington, suspect forces open door and took
game consoles, TV, jewelry box and jewelry.
On 6/21 at approx 3:25 am, 3700 Block of Artesia Blvd, multiple mailboxes were pried open and
mail and parcels were stolen.
Betweeen 6/23 and 6/25, 21300 Anza Ave, residence was entered by unknown means and ransacked.
Property taken from inside the house and driveway included a TV, printer, cattle skull, electric guitars,
tools, clothes, jewelry, speakers, pool cues and two automobiles - 08 BMW335i and a 05 Nissan Altima.

AUTO THEFT
There were 10 vehicles stolen in Torrance. and 7 of them were 99, 04, 05, 06 and 07 model vehicles
Silverado and Sierra models continue to be stolen.
THEFT
There were 17 incidents of theft and 9 of those involved catalytic converters.
On 6/22 ti 6/23, a suspect entered a church in the 2700 Block of 182nd Street by unknown means,
reached through the mail slot to unlock an interior office door and stole a laptop, checks and keys.

The Torrance City Council on Tuesday, June 22nd at 7 PM will consider a recommendation of the City Manager that City Council approve the Torrance Civic Center grounds to be a site for temporary housing for people experiencing homelessness and authorize staff to continue discussion with the County of Los Angeles in developing the program and securing funding sources for capital and operating expenses.

Scam of the Week 16800 Block of Yukon Av
On 5/1/2021 at 2 PM, suspects phoned victim with one suspect posing
as her daughter, the other suspect convincing the victim that the daughter is
being held after interfering in a drug deal and to wire funds for her release.

I am pleased to announce the appointment of Jeremiah Hart to the position of Chief of Police effective June 20, 2021 at the conclusion of Jon Megeff’s term as Interim Chief.
Incoming Chief Hart began his career in Law Enforcement as a Patrol Officer with the City of Pasadena from 1998 to 2001. He was hired by the Torrance Police Department in 2001, and served in various assignments including Patrol Officer, Motor Officer, Recruitment Training Officer, and Patrol Field Supervisor. Jay was promoted to Sergeant (2008-2015), where he oversaw research and training, served as the Chief’s Adjutant/Public Information Officer, and as Personnel Sergeant. When appointed Lieutenant (2015-present), Jay served as Watch Commander, supervised the Traffic and Special Events Division, and managed the Communications/Information Technology Division. Collateral assignments as a Lieutenant included SWAT and UAS Commander, Arrest and Control/Use of Force/Firearms and Field Tactics Training Cadre. In 2016, Jay conducted an extensive assessment for Preventing Tragedy in the Workplace, bringing training and awareness to all City departments. He is actively engaged in the law enforcement community with focus on providing the highest standards and optimum public service. Concurrent with his assignment as Lieutenant, Jay studied Homeland Security and Defense at the Naval Postgraduate School, earning a Master’s degree in 2020.
Incoming Chief Hart’s experience, continued education, training, and community involvement are reflective of his professional commitment to law enforcement and to the City of Torrance. As Chief, he will be responsible for leading TPD with focus on community engagement, innovation, developing the next generation of TPD management and staying at the forefront of law enforcement trends.
As a Torrance resident, Jay is committed to ensuring the Public Safety of the city in which he lives. He possesses excellent interpersonal skills which will enhance his ability to provide solid, reliable leadership to the department and be a significant asset to the community.
I will be formally announcing Incoming Chief Hart’s appointment to the employees of the Torrance Police Department and in a press release on April 21, 2021. I will also publicly announce his appointment at the April 27th Council meeting, with formal pinning to follow once Jay officially assumes the role of Police Chief. Please join me in welcoming Jeremiah Hart as our newest member of the Executive Staff.

United Neighbors is a coalition of neighborhood residential groups throughout the Southern California region. Our common goal is to protect single-family neighborhoods while supporting affordable and equitable housing for all. The rights of all residents of single-family homes and the rights of people needing affordable housing are bound together, and the solution to our affordable housing crisis requires thoughtful, effective, and rapid-acting legislation.
United Neighbors looks forward to working with legislators who will implement valuable community inputs and ideas. We encourage all state legislators to investigate and counteract the false narrative that single-family zoning is the cause of our affordable housing shortage and instead collaboratively solve the real problem – the urgent need for effective funding strategies. Together we will:
Preserve single-family neighborhoods.
Protect open spaces and environments.
Ensure local control so housing is built in appropriate areas with adequate infrastructure.
Create housing in commercial areas and on publicly owned land.
Commit Government funding and subsidies to produce affordable housing.
A handful of state legislators continue to craft housing bills that upzone neighborhoods. These would only benefit land speculators and developers by driving up land values, increasing housing costs, and creating more unneeded market-rate housing. In most cases, current zoning, if properly implemented, can provide all needed housing.
United Neighbors encourages legislators to leverage our tax dollars to subsidize affordable housing because the old private-sector model has not provided and will not provide the necessary amount of affordable housing. When our state legislators ask the right questions, they will find the right answers to our affordable housing crisis. Join us to help them get it right!

RESIDENTIAL BURGLARIES
There were 5 in Torrance.
2 on 235th Street & Juniper, 1 each in North, Old Torrance and Torrance Heights.
One residence was entered via an unlocked window.
AUTO BURGLARIES
There were 10 in Torrance with three of the vehicles unlocked.
Items stolen included roadside assistance gear, sunglasses, tools, power tool
pack, power inverter, US Mail, jackhammer, tool box, laser levels, more sunglasses,
backpack, bicycle and wheel & tire off a second bike which were locked to a rack
on a vehicle, wallet, earbuds and registration.
On March 17th, between 3:10 pm and 3:25 pm, a door was pried open on a US
Mail truck and mail was stolen in the 1900 Block of 222nd St.
AUTO THEFT
There were 8 vehicles stolen in Torrance including 1 in Southeast Torrance on
March 16th at 9:43 am in the 23000 Block of Arlington Avenue. 3 of the vehicles
stolen were GMC Sierras,.
THEFT
There were 13 incidents in Torrance and 6 involved theft or attempted theft of
catalytic converters.
<b>STREET SWEEPING PARKING ENFORCEMENT IN TORRANCE</b>
Parking enforcement will begin with a grace period from Thursday, April 1 through Sunday, April 18. Warnings will be issued to vehicles parking in posted areas of "No Parking for Street Sweeping".
Beginning Monday, April 19, regular enforcement activity will resume and citations for parking violations will be issued.
[Note: Street sweeping citations are $43.00 per incident.]

There were 10+ in Torrance. Windows were smashed in 5 vehicles for entry, 3 vehicles
were unlocked/unsecured and multiple unlocked vehicles had items stolen on 3/9/2021
at 3:40 AM at Carson and Madrona St.
Items stolen included cash, satchel, plumbing tools, cell phone, purse, tool bag, toolboxes,
tools, laptop, wallet, another cell phone, eyeglasses, more cash, tablet, and another wallet.
AUTO THEFT
There were 4 vehicles stolen in Torrance. 3 in North Torrance and 1 in the Riviera.

There were 20 incidents in Torrance and 14 of those involved catalytic converters.

In the Walteria incident, suspect(s) smashed window for entry and inhabited residence.
AUTO BURGLARIES
There were 9 in Torrance including 1 in Southeast Torrance.
3/3 to 3/4 2200 Block 236th Place Window smashed and no property stolen
5 vehicles were unlocked/unsecured, windows were smashed in 2 vehicles for entry
and unknown means of entry in 2 vehicles. Items stolen included cash, sunglasses,
dvd's, paperwork, registration, bag, garage remotes, documents, more sunglasses,
eyeglasses, duffel, uniform, tablet, cell phone, shoes, lawnmowers, chainsaw, and leaf blower.
AUTO THEFT
There were 7 stolen vehicles in Torrance and 5 of them were pickups/SUV..
2001 Chev Blazer, 2002 GMC Yukon, 2004 GMC Yukon, 2004 Ford F250, and a 2005 Chev Suburban
continuing the trend to steal older model pickups and SUVs.
THEFT
The were 9 incidents and none in Southeast Torrance.
2 catalytic converters were stolen from vehicles in North Torrance.
2 incidents of porch piracy in the 2400 Block of 180th Place and 2100 Block of Elm Avenue.
3 incidents in Southwood Riviera involving multiple mailboxes being pried open on March 1st and March 3rd.

Bridge Development Partners wants to build a 174,000 square-foot distribution center outside Torrance.
An entity connected to Bridge Development filed plans with the city of Los Angeles for the old Mulligans property at 1351-1361 Sepulveda Blvd in September, 2020.
The warehouse would have a maximum ceiling height of 44 feet, offices and 190 parking spaces.
We have not been able to confirm that the property has been sold.
Bridge Development Partners developed that new Amazon Fulfillment Center on Skypark Drive in Torrance.

HOMICIDE INVESTIGATION PRESS RELEASE - from the Redondo Beach Police Department
The Police activity at Prospect and Torrance Blvd. is related to the press release below. A vehicle was stopped at the this location and the area is now the Police Command post. One suspect in custody, the other still outstanding. Multiple Departments on scene.
On March 6, 2021 at about 8:00 PM, Redondo Beach Police Officers were dispatched to the area of the 600 block on North Juanita Avenue. Redondo Beach Police Department received several 9-1-1 calls regarding gunshots heard in the area.
Officers went to a residence reported in one of the 9-1-1 calls and discovered a male adult who appeared to have sustained injuries from gunshot. The victim was transported to a local area hospital where he was later pronounced deceased.
Officers responding to the scene located a vehicle leaving the area with the suspect(s). The suspect(s) fled from officers in their vehicle and later abandoned the vehicle nearby, fleeing away on foot. At time of this press release, a containment has been set up, with officers actively searching for the suspect(s). The suspect(s) are believed to be armed and dangerous.
The Los Angeles County Sheriff Department – Homicide Division will be assisting the Redondo Beach Police Department with the investigation of this crime and will provide further details when they become available and ready for release.

There were 11 stolen vehicles in Torrance. 7 of them were pickups or SUV's including a 55 Ford F100,

Pickups and SUV's continue to be the heavy hitters.
THEFT
There were 11 incidents in Torrance including 1 in Southeast Torrance. 5 catalytic converters were stolen and
3 delivered parcels were stolen in the Delthorne and North Torrance Areas.

Suspects pulled out windows on two parked vehicles and smashed the window on
a third vehicle for entry.
Items stolen this week included a stereo, amplifier, subwoofers, wallet, cash, checkbook,
sunglasses, work clothes, check stubs, registration, gym bag, work bag, watch,
purse, more cash, perfume, and storage bag.

There were 10 vehicles stolen in Torrance including 2 in Southeast Torrance.
7 of the 10 included Suburbans,Silverados, GMC Terrain, Dodge Ram and Ford
Econoliine continuing the pattern of stealing pickup and SUV vehicles.
